More graffiti

There is more graffiti on the building at Hacket that borders on Federal, but on the Hacket side. I have spoken to one of the neighboring people and I am told that kids visit there frequently at night.

What are the local police doing in response to all of this activity? How should neighbors respond? What role should a neighborhood watch play?
